Council warns that leaving waste beside recycling banks can still be fly-tipping
A resident who left mixed household waste and unwanted clothing beside a clothing recycling bank in Warminster has paid a £1,000 fixed penalty notice (FPN) issuedby Wiltshire Council.
The waste was left on the ground next to the clothing bank directly underneath a ‘No Fly-tipping’ sign, and following investigation by the council’s Environmental Enforcement team, it was found to have several items that identified the person who dumped thewaste.
In an interview, the individual admitted leaving the items and explained that they believed it was acceptable because they considered the location to be a recycling facility.
However, residents are reminded that waste must only be placed inside designated recycling banks and containers. Leaving items on the ground, even next to a recycling point, can constitute fly-tipping.
The recycling container has since been removed as it was attracting regular fly-tipping and the provider was not emptying it, adding to the waste issues at the location.
Cllr Martin Smith, Cabinet Member for Highways, Streetscene and Flooding, said: “We understand that some people may believe that leaving items next to a clothing bank is helpful if the bank is full or if they are unsure how the site operates. However, itemsleft on the ground can quickly become scattered, damaged by the weather and attract further waste being left there.
“Fly-tipping is not just large loads of waste dumped in the countryside. It can also include smaller amounts of waste left beside bins, banks or containers. People should always dispose of their waste properly, as we will take action wherever there is fly-tippingin Wiltshire.”
The council investigates reports of fly-tipping across the county. Anyone who witnesses fly-tipping or has information about an incident can report it at www.wiltshire.gov.uk/fly-tipping.
