The incident took place in August at BCH Camping car park in Trowbridge. CCTV footage of the offence was supplied to the council, enabling officers to identify the vehicle involved and beginan investigation.

As part of the investigation, the registered keeper of the vehicle was invited to attend an interview under caution. During the interview, they admitted dumping the waste and provided an explanationfor their actions.

After reviewing all available evidence, including the admission made during the interview, council officers concluded that the explanation did not provide a reasonable justification for leavingwaste in the car park. The fly-tipped waste had to be removed and disposed of by the owners of the car park at their own expense, resulting in unnecessary cost and inconvenience.

As a result, a £1,000 FPN was issued and subsequently paid. As an FPN is not a court conviction, the person cannot be named.

Cllr Martin Smith, Cabinet Member for Highways, Streetscene and Flooding, said: “Fly-tipping is completely unacceptable, whether it takes place in the countryside, on our roadsides or on privateland.

“In this case, the actions of one person left a local business with the cost and inconvenience of arranging for waste to be removed and disposed of properly.

“We will continue to investigate reports of fly-tipping and take enforcement action where there is sufficient evidence. I would encourage anyone who witnesses fly-tipping to report it to usand, where it is safe to do so, provide photographs, video footage or vehicle details to help our investigations.”
